Blanca Ovelar, favourite candidate of President Nicanor Duarte, was
eventually proclaimed the winner of the primary elections of the ruling Partido
Colorado - well over a month after they were held on 16 December. Her vanquished
rival, Luis Castiglioni, refused to take the defeat lying down, however,
claiming that the party electoral tribunal - which had been temporarily
dissolved after its members flung around claims and counterclaims of fraud and
partiality - was not qualified to present the result. The problem for
Castiglioni, which he indirectly admitted, is that he is virtually powerless to
do anything about it. The opposition is not interested in supporting him,
snubbing his calls for a march against Duarte, and the judiciary is subordinate
